CHELSEA have yet to splash their cash in the transfer window, despite no longer being banned.
But Frank Lampard and co are busy scouting far and wide as he looks to strengthen ahead of a top four push this season.
A defender looks like a certain for Lamps, with injuries and lack of fitness to a number of his centre-backs leaving the Blues struggling to keep goals out.
Yet, they face a fight to sign the likes of Boubakary Soumare and Moussa Dembele, with Manchester United also keen on the pair.

JUST when Chelsea thought they had a clear run at trying to sign Moussa Dembele from Lyon, Manchester United ensured there will be a fight.
The 23-year-old has been in top form for the French side since joining from Celtic and has a price tag of around £40m.
The Blues have been heavily linked with the forward in their attempts to provide competition for Tammy Abraham.
Yet, Get French Football News have reported that United watched Dembele against Bordeaux as they remain keen.
Boubakary Soumare is another Frenchman Chelsea like the look of – and another Man United are scouting.
Except, the Blues will need to move quickly for the 20-year-old holding midfielder if they want him at Stamford Bridge, with the Red Devils running the rule over the Lille star one final time before placing a £50m offer.
But Chelsea have also been told to cough up £50m for Brighton centre-back Lewis Dunk.
The Blues are looking for reinforcements in defence and see the Seagulls centre-back as a viable alternative to Antonio Rudiger, Fikayo Tomori, Kurt Zouma and Andreas Christensen.
Frank Lampard’s side have struggled at the back – managing just five clean sheets this season – but have a big budget to work with after their transfer ban was cut short.
Should they not wish to part with that much money, Chelsea could offer a player-plus-cash deal with a number of Blues stars looking for a way out of Stamford Bridge.
Meanwhile, Lampard and co could be set to miss out on signing Thomas Lemar from Atletico Madrid.
It was reported recently that the Spanish club had offered Chelsea the chance to sign him on loan.
Arsenal and Tottenham have also been eyeing the Frenchman, but the latest reports in Spain are that Wolves are the new favourites.
He would join a growing list of former Atleti stars which include Raul Jimenez, Jonny and Diogo Jota – mostly thanks to their special relationship with Jorge Mendes, who just so happens to be Lemar’s agent.
